I had/have similar Hc issue with 2006 Outback but is intermittent. I started to see the issue when fiddling with the BIU wiring connectors.
Likely the wires for the high speed CAN lines have a break. I haven't determined exactly were the break is as it occurs infrequently and I just wiggle the BIU ...
